Legal Benchmarks

Understand your statutory training obligations.

Under the Occupational Health and Safety Act (Act 85 of 1993) and its General Safety Regulations, South African employers must designate and train a sufficient number of employees to maintain workplace safety, manage emergencies, and participate in health and safety committees.

Use this interactive tool to model your workforce numbers across operating shifts. The calculator determines your legal baseline and provides recommended course levels aligned with Saiosh, QCTO, and Department of Employment and Labour accreditation standards.

South African statutory appointment ratios.

  • Section 17 SHE Representatives

Employers with more than 20 workers must appoint at least 1 representative for every 100 employees in shops and offices, and at least 1 representative for every 50 employees in all other workplaces.

  • General Safety Regulation 3 First Aid

Where more than 10 employees work, at least 1 first aid box must be provided. Where more than 50 employees work in commercial/office spaces (or 20 in factories/construction), at least 1 trained first aider must be readily available during working hours.

  • Multi-Shift & Multi-Floor Adjustments

Ratios must be fulfilled on every active operational shift. If 30 workers work night shift in a warehouse, an appointed first aider and fire warden must be present during that night shift.
